Groundwater budget: Now there is a maximum of groundwater that can be extracted from the map. This is a step towards modeling extraction of natural resources and their cost.

• When the limit is reached it’s not possible to build more water towers.
• For cities that already had water towers above the limit nothing will change.
• There is a new “Groundwater Utilization” metric in Stats.
