Fixed a survivorship bias problem in immigation, where bad prices gate the immigration to the wealthy only. We now approach it as a constraint satisfaction problem, ensuring diverse immigration by our simulation weights, or no immigration at all.
Fixed another survivorship bias problem with car license fees, where a price shock of a 100x increase in car license can leave a household broke and leaving the city in mass, except for the richer individuals. Now when the car license fee is increased the car riders will evaluate selling their cars before the next bill arrives, and effectively switching to the bus network.
