Housing rebalance and fires got scarier. Also a bunch of fixes for Linux and Windows players.

• Apartment buildings now hold 4 people per unit instead of 5. They also got more residential units to compensate for the smaller households.
• Premium condos now hold 5 people per unit instead of 4. Bigger apartments for higher land value zones.
• Fires look bigger and more dramatic. Flames are twice as large, more smoke particles, smoke rises faster and spreads wider.
• Pandemics now freeze tourism completely. No tourists will visit your city while a pandemic is active.
• Fixed a bug with the hospital discharge policy input.
• Fixed a database locking issue where tax collection and expense calculation were running at the same time and crashing the simulation.
• Better database repair for corrupted save files. If the normal repair fails the game now tries dropping and rebuilding each index individually. This should recover more cities that were previously unloadable.
• Added –force-wayland flag for Linux players on Wayland who don’t want to go through Xwayland.
• Windows players can now pass –disable-direct-composition or –disable-gpu-compositing as Steam launch options to work around GPU crashes on specific hardware.
• Fixed Steam overlay DLL loading on Windows.
• New troubleshooting page on our website with all available launch flags for Linux, Windows and macOS.
